On the State Integrated Programme of Potato, Vegetable and Fruit Growing Development for 2011-2015
For the creation of the integration structures, including the full cycle of production, storage, processing and sales of potato, vegetables, fruit, berries and derived products for the security of population of the Republic and for the production of competitive export products the the Council of Ministers of the Republic of Belarus DECREES the following:
 1. To approve the State Integrated Programme of Potato, Vegetable and Fruit Growing Development for 2011-2015 (hereinafter referred to as – the State Programme).
2. Appoint:
the principals of the State Programme: the Ministry of Agriculture and Food of the Republic of Belarus, the National Academy of Sciences of Belarus, regional executive committees, Belarus State Concern of Food Industry "Belgospishcheprom", the Ministry of Trade of the Republic of Belarus, and the Belarusian Republican Union of Consumer Societies;
the coordinators of the State Programme:
for the sections "Potato Growing", "Vegetable Growing" and "Fruit Growing" – the Ministry of Agriculture and Food of the Republic of Belarus;
for the section "Support of consumer cooperation organizations and trade organizations with storage facilities for storing of fresh fruit and vegetable products and potato" – Ministry of Trade of the Republic of Belarus and the Belarusian Republican Union of Consumer Societies.
3. For the Ministry of Agriculture and Food of the Republic of Belarus, the Ministry of Trade of the Republic of Belarus, the Belarusian Republican Union of Consumer Societies to put  the State Programme across the interested parties and jointly with the National Academy of Sciences of Belarus, regional executive committees, and the Belarus State Concern of Food Industry "Belgospishcheprom" to provide its realization.
4. For the Ministry of Finance of the Republic Belarus, the Ministry of Agriculture and Food of the Republic of Belarus, the Ministry of Trade of the Republic of Belarus and the Belarusian Republican Union of Consumer:
jointly with the regional executive committees in the course of formation of the Republican and local budget statements for the annual financial (budget) year in accordance with the established procedure specify means for financial package of arrangements of the State Programme;
control the compensation for entities which carry out entrepreneurial activities the share of percentage for usage of originated in accordance with the State Programme loans within the limits of expenses which had been set for those aims in the Republican budget for the  development of agricultural production, fish breeding and processing of agricultural products, in an amount equal to 50 percent of refinance rate of the National Bank of the Republic of Belarus, and in an amount equal to 50 percent rate on credits received in the foreign currency.
5. On the results of realization of arrangements of the State Programme and the current Resolution:
the principals of the State Programme have to inform annually till February, 10 the coordinators of the State Programme;
the coordinators of the State Programme have to inform annually till February, 25 the Council of Ministers of the Republic of Belarus.
6. The personal liability for the realization of the State Programme is placed on the Minister of Agriculture and Food of the Republic of Belarus, the Minister of Trade of the Republic of Belarus, Chairman of board of directors of the Belarusian Republican Union of Consumer Societies, the chairmen of the National Academy of Sciences of Belarus, the Belarus State Concern of Food Industry "Belgospishcheprom" and regional executive committees.
7. Control over the realization of the current Resolution is imposed on the Deputy Prime Minister of the Republic of Belarus, who is in charge for the problems of the agro-industrial complex, production and processing of agricultural products.
